Failure: ‘Cash For Clunkers’ Cost America $6 Billion in Wasted Money

Obama’s “Cash for Clunkers” program was his idea to save American auto buyers money and help “green” the roads at the same time. But the program was a monumental failure. It was so bad it has now been determined that it didn’t save anyone anything. In fact, it cost America 6 billion in wasted dollars!

Along with the obvious problems with the program that showed up right at the beginning, now that the long term effects are starting to be quantified, it has become clear that the program forced auto buyer to spend less on their autos tan they would have costing the auto industry some $3 billion in sales.

A new study written by Mark Hoekstra, Steven L. Puller and Jeremy West and published by the National Bureau of Economic Research has found that the program caused buyers to spend about $4,600 less per purchase. Totaled that is about a $3 billion loss in revenue to the auto industry.

Then you add the other 3 billion Obama lavished onto the auto industry and we get $6 in federal waste.

Of course, this is all on top of the other negative effects this clunker of a program had on America.

For instance, as I noted in August of 2010, the program actually hurt those Americans with the least to spend on a used car causing used car prices to soar at least 16 percent in only a few months time.

It also didn’t spur people to buy cars even though they hadn’t planned to. In fact it only pushed plans forward a short time for those who already intended to buy another car. As a “stimulus” plan it failed.

Worse, the program hurt everyone who used it because the $4,500 the program doled out for each used car destroyed became declarable income and participants in the program had to pay income taxes on that “free” money!

Eventually, even one of Obama’s own appointees said that the program was a bad idea.

So, there you have it. Yet another Obama failure.

On the other hand, maybe it wasn’t a failure. Obama never cared if his program made economic sense. His goal was to destroy millions of perfectly good cars so that he could push his “greenist” ideas on the nation.

His goal is to destroy the auto industry, really, to drive people out of cars not into them. So, in that way he succeeded in more ways that we can imagine.

Obama’s promise that he’d “remake” the nation is really proceeding at a rollicking pace. His ultimate goal is to make of the USA a lesser place than he found it and he is succeeding beyond his wildest dreams.

In other news the sun rose in the east this morning and Obama went golfing.

  • Paul Hooson

Besides being the owner of one of the largest strip clubs in Oregon, I’m also a car dealer with a used car dealership and I’m unhappy how many perfectly good cars were taken off the market and deliberately destroyed. New car sales did boost somewhat from this program, but I remained very opposed to what this did to the used car market as well as taking many parts cars out of wrecking yards that had valuable engine parts. – Some poor country like Cuba has managed to keep most 1950′s cars still running and on the road, while we destroy many late model cars here in our wasteful society.

    • Retired military

Well Paul, unless I am mistaken you did vote for Obama, twice.
      I could be wrong though.

      • Paul Hooson

Yes I did. John McCain didn’t inspire a lot of faith in me, especially with Sarah Palin on board, who I viewed as a kook and erratic, and Mr. Obama looked like something fresh at the time, In 2012, I was very disappointed in
Mitt Romney being on every side of every issue, where I think he should have debated himself, because he seemed to oppose everything he stood for only a couple of months before he announced his run for president. I liked his dad very much, George Romney. And I used to work for President Nixon back in 1972 as a 17 year old. – But, I’m sort of an independent voter, voting for the lesser of two evils mostly. – I’m quite a critic of Mr. Obama though. I’m not seeing much there. – Obama’s justice department has been light on enforcement against sex industry businesses, compared to what Mitt Romney would have done. Romney would have been using the feds to go after all the porn businesses by now, so I couldn’t vote for a Mormon who would put his nose in my business. I had to vote my pocketbook, where Obama looked better for my main business, the huge strip club I own. – We’re adding a bus and a limo to pick up wealthy businessmen at the airport, which is only blocks away which should be a lot more jingo in my pocket very soon.

Every election I have to look at who is better for my pocketbook, and I don’t need more government regulation of my strip club, although Mitt Romney might have been marginally better for my car dealership business as far as taxes go. But, the car lot just doesn’t produce as much income as the strip club can.

        • Walter_Cronanty

I see, you voted for Obama because of your pocketbook. I hope Obama/Holder continue to like strip clubs better than they like pornography – if their attitudes change, you could go broke:
“In a joint effort with banking regulators, the DOJ, led by Attorney
General Eric Holder, has begun systematically targeting businesses (like payday loans, firearm and ammunition sales, home-based charities and pornography) that the administration apparently finds distasteful through Operation Choke Point. The fact that the companies targeted by the DOJ haven’t violated any laws is unsettling enough, but it’s the way the feds have gone after them that raises the eyebrow of anybody who knows the Bill of Rights.”

Intentionally wasteful, Paul. Those cars wouldn’t have been destroyed, without someone in Washington thinking it’d ‘save the planet’.

So it was a MANDATED wasteful program. Brought to you by the ever-so-smart people in Washington DC who don’t give a flying fuck about the results of something, so long as they can agree amongst themselves that their intentions are good.

Because that’s all that counts – the professed intentions. ‘We’re going to give insurance to whoever can’t afford it’ sounds good, until it actually hits and screws up a mostly-working system. ‘We’re going to leave Iraq’ gets you applause in press conferences and the fawning media – until the problems with ISIS and the optics of people being killed flood the foreign media to a point where the domestic media can’t hide it any more.

But hey – as long as the professed intentions are good, what do results really matter?

The effect of this program was to eliminate a used car market that was of significant help to people in lower income brackets. Once again left wing policies are designed to hurt the poor and to keep them dependent upon government hand outs.

    • Paul Hooson

The program was misdirected to help corporate America, Jim. Detroit needed a economic boost and despite claiming poverty PACs that GM runs gave more money to Obama than his opponents, while Ford was just the opposite, with opponents of Obama such as McCain or Romney way out on top. – Both political parties are tools of big business, where money talks at any White House, Democrat or Republican.

      • jim_m

You’re a fool if you think it was “misdirected”. It accomplished exactly what the left wanted: Hurt the poor, keep them poor, keep them dependent upon government for their needs.

So prices went up because of the program but it caused people to spend less. O-tay.

The purpose of the program was to inject cash into the economy to boost aggregate demand. It was more efficient than printing money to give to banks at about 0% so they can bid up asset prices, which is the huge story of the economy now. At least the ordinary person had a chance of getting his hands on cash for clunkers, unlike with QE and ZIRP.

Warner picks on some little program and ignores the huge theft in front of everyone. A tool.

    • Paul Hooson

Warner does look at many things through the prism of an ideology, while I look at politics mostly through my own pocketbook interests, where I look at what’s good for my own business interests when I choose candidates.

      • Commander_Chico

It’s not really an ideology, because if he had one he’d see how the Republicans are all in favor or subverting the free market or freedom in general when it benefits their cronies.

He’s just a tool of those cronies. Partisanship is not an ideology, it’s just backing your cronies in a power struggle. No principles.

You cannot be more anti-freedom than the progressives who relentlessly attack First Amendment freedoms. And Obama, Inc. has raised crony capitalism to an art form. Many Ds, however, are plain socialists, with the remainder being so regulatory minded that they cripple the economy. So, for the main, I’ll vote R, but I can’t disagree with your prognostication. The only question is whether the majority of the populace has the stomach to make the changes needed, or will continue the “soak the successful” class warfare of the progs until there are no successful left, save the ruling elites living off the rest of us..

Even Forbes Website ran features on Mitt Romney’s intent to wage a religious war on adult entertainment. That’s bad for my business and freedom. I didn’t so much vote for Obama in the last election as vote against Romney’s war on porn. For me, that was an important pocketbook issue. – Warner seems to be interested in just electing Republicans and very conservative ones, however I think the average person doesn’t vote a narrow ideology, and also looks at how good one candidate is compared to another. – In Oregon for example the Democratic candidate is nowhere near as good as Ron Wyden, however his Republican opponent appears to have problems with alcohol binges and then has trouble with the law. The choice becomes a lot easier there….

          • jim_m

There is little evidence that Romney would have done that. It was anti-Mormon propaganda. And even had he tried to do something it would have been above board and not the illegal suppression of rights that we see in obama’s Operation Choke Point.

Your ideologically driven irrational fear lead you to vote for the man who was a far bigger threat to your livelihood. You just won’t admit that fact even though you know it is true.

          • Paul Hooson

Operation Choke Point is indeed outrageous. Some insurance companies won’t insure these type of businesses and other problems exist. You have to be a tough guy in this business to withstand all the problems and have plenty of money to survive all the hurdles and problems.

          • jim_m

I take it from that comment that you are OK with Operation Choke Point and believe that illegal government coercion of businesses is just fine. Then again, you voted for it twice so I suppose you really are OK with it. As always, the fools think that they will be immune from persecution as long as they go along with the persecution of others., As Churchill said, you are feeding the crocodile hoping that it will eat you last. Good luck with that.

          • http://www.rustedsky.net JLawson

You VOTED for the people who did the outrageous stuff, Paul. And you fell for what others were telling you about the candidate, because of COURSE they were unbiased and trustworthy… and would like like motherfuckers to keep Obama in the White House because the alternative of having someone who actually knew anything was so very much worse.

          • Paul Hooson

Every Republican Administration since President Nixon has ramped up efforts against the adult entertainment industry. GHW Bush’s Administration for example cost the industry cost to $8 million in property forfeited to the government, fines and prisons sentences and millions more the industry had to pay lawyers to fight off obscenity charges. – As a whole, every Democrat Administration has had less obscenity cases against the industry or seeking racketeering charges against those in the adult entertainment industry. – This and the more socially liberal stance of the Democrats have overwhelmingly swayed most in the industry to vote Democratic or Libertarian. Until these ramped up obscenity cases and other actions to undermine the industry, many in the industry like former PENTHOUSE publisher Bob Guccione used to lean Republican in their voting because of more agreement with the Republicans on taxes. – I tend to not like many things about this Obama White House, all the way from foreign policy to taxes, but this administration only engaged in one major obscenity case while being in power, which was a much better record than any Republican administration since Nixon did. – The car dealer part of me inclines me towards Republicans, but the adult entertainment industry part inclines me towards less regulation of this industry, and that inclines me to vote against some politicians.

          • jim_m

So you object to the use of legal means but have no objection to the use of threats and coercion.

            Nice.

          • Paul Hooson

America’s not likely to elect a Libertarian president any time real soon, so you look at what’s left on the shelf and choose the less rotten of the two. – I’ll tell you the story of journalist William Safire. Nixon put him on his enemy list because he was such a critic of his administration. But, guess what? He voted for Nixon because he thought he was a lot better than McGovern. – I’m no fan of Obama. But, compared to the choices offered, he seemed the best of what was on the shelf at the time….

          • jim_m

Once again you put yourself in the position of claiming that you do not want an administration to go after businesses one by one using the courts to mount a legal challenge and instead you want a corrupt and criminal regime to use the power of the federal government to illegally coerce companies to do their will so they can destroy entire industries en masse.

            You’re a freaking idiot.

You might consider voting on ideological grounds since your evaluation of your own self-interest has lead you to vote twice for a moron who is bankrupting the nation and using the force of the federal government to run businesses like yours out of business.

One might suggest that given those facts, your interpretation of your own self-interest is ideologically defined rather than objectively based on what will work best for you financially. Or maybe your business flourishes when other people are financially distressed and that is why you vote for obama.

        • Paul Hooson

I’m a critic of Obama, but he’s been better for the adult entertainment industry because of less cases from his justice department to weaken or destroy the industry, with the exception of Operation Chokepoint.

          • Walter_Cronanty

Which is pretty damn big exception.

    • jim_m

The purpose of the program was to goose the economy in the short term while knowingly damaging it long term. obama was trading short term gains for a long term loss. Demand for cars was not being created but purchases merely advanced by providing an incentive to buy.

The damage was that the program did not result in a big increase n purchases and it took off the market cars that would have been affordable for other people to buy. It also hurt individuals economically by increasing their income without taking any withholding, so people had a bigger tax bill the following year. The outcome was an aggregate decrease in car purchases because the inventory of salable cars had been irrevocably reduced.

The secondary claim for Cash for Clunkers was that it was going to get older cars that polluted more off the streets. It did little to accomplish this goal. Many of the cars destroyed were not so bad with emissions.

This is the sort of program you get when you have a President who is so ideological that he doesn’t bother to think about the effects of his policies and who is more concerned about how he looks rather than how he helps the country.

    • http://www.publiusforum.com/ Warner Todd Huston

You have a major problem with reading comprehension. A fool.

    • jim_m

      What a bunch of BS.

A total of 690,000 new vehicles were sold under the Cash for Clunkers program last summer, but only 125,000 of those were vehicles that would not have been sold anyway, according to an analysis released Wednesday by the automotive Web site Edmunds.com.

…The average rebate was $4,000. But the overwhelming majority of sales would have taken place anyway at some time in the last half of 2009, according to Edmunds.com. That means the government ended up spending about $24,000 each for those 125,000 additional vehicle sales.

The government could have just burned the money and we would have made better use of it.

Throughout this last century the US government and military have a notorious track record for delving into the darkest, most sinister realms in its pathological, “cutting edge” pursuit of amassing the most powerful destructive forces on earth… from torturous mind control methods that cause genital warts to unlawful, deceptive drug experimentation on unsuspecting soldiers acting as involuntary guinea pigs, to manipulating extreme weather events used as offensive weapons to create killer storms and droughts, to the use of potently lethal electromagnetic radio waves to alter and disturb the human mind and behavior that conceivably can even cause heart attacks and gas.

Tom S has demonstrated how lucky we are to have M. Soi Disant as our “moderator.” What a wonderful job he’s doing!

    • Walter_Cronanty

I’m curious, Bruce. What do you think a nutjob like TomS hopes to accomplish by repetitively posting the same garbage? Besides being rubbish, it’s extremely tiresome – although I am rather worried about those radio waves that cause heart attacks and gas.

      • Brucehenry

And I’m pretty sure that’s not how Tom got his genital warts — though it may be what he told Mrs S.

        • Walter_Cronanty

I don’t know if there is a Mrs. S. I briefly perused his disqus profile and he appears to be only a day old. Besides the ebola nonsense, he seems fixated on snot and large male butts.

          • Brucehenry

Well maybe that’s just what he tells himself.

      • Brucehenry

Seriously though, I think people who do this kind of thing on blogs might be kinda like the terrible singers who intentionally humiliate themselves on American Idol tryouts.

You don’t think it’s Lawrence Westfall [Westlake?] in drag, do you?

          • Brucehenry

No, Westlake repeated the same themes and lots of the same cliches, but not word for word re-posts.

            I liked Westlake.

          • Walter_Cronanty

Yeah, you’re probably right – too many paragraphs.

Hey, I do have to give him props for the lunatic idea that electromagnetic waves cause gas. It must be some evil government conspiracy to cause mass flatulence for the purpose of disabling the civilian population.
