Joel Spolsky (from CityDesk software) wonders if Munich got hooked by the "free" tag on it's big Linux deal. $2550 per desktop doesn't sound like a great deal to me, with or without Windows XP.
Leave it to a bureaucracy to turn free software into a spending boondoggle...
