For the record: I lived in Concord once. While the Capitol Building is in the heart of downtown, a lot of state offices -- including Fish And Game, as well as the DMV and the Supreme Court -- are located up on Concord Heights, which is extremely rural once you get more than couple hundred yards or so back from the main road.
