The primary cause of excessive rainwater in the capitol building and many other state buildings in downtown Sacramento was 2 inches of rain in less than an hour. Drainage infrastructure in the entire Downtown area was overwhelmed, and in many cases reversed course.
Brand new buildings in downtown Sacramento had identical problems, while other buildings had problems including power and telephone outages.
It is unknown too what extent the artificial turf in the Capitol courtyard exacerbated any problems. Fortunately, some staff was working on Sunday and helped immediately move furniture to avoid damage and start removing water.
