Yeah, the N is close enough, and so is the W. But it's still weird. His US News handwriting is all cursive, the letters all connected. The Bathroom Note is block printing.
It's also weird to have to write any note at all about a bathroom break. If it was me, I would have worked out a discreet signal for something like that beforehand.
It's also weird that the pencil writes in jet black. Pencil lines just aren't that dark. I suspect the photo has been selectively 'posterized,' and this manipulation has not been noted in the cutline. Ask a photojournalist if this is considered ethical.

I'm suspicious. The original Reuters photo shows no context, no identifiable faces, no proof that it's Bush, that I can see. Someone show me the wider angled shot that this was cropped from.
Also, good point, Sean, on the darkness of the pencil lines. No pencil I have writes that thick and dark, especially when viewed through a telephoto lens from the press box and with white light glaring down on top of it. I think this was enhanced in Photoshop. Note the dense and blotted text of the memo at the top. If Bush's note is clear enough to read, why isn't that? I'm also suspicious of the mixing of block letters and lower case cursive writing for a 12 word, 6 line note.
Also, Sean asks why they would write this stuff down. Well, I think it's so open microphones don't pick it up. If that happened CNN would run it every 10 minutes for 2 whole news cycles and it would forever be a fixture on the web. Also, it could be President Bush's way of being respectful to whoever is speaking at the time by not engaging in sidebar discussions at the table.
OMG! I just put 7 minutes of time and thought into the circumstances surrounding the President of the United States' bodily functions. Too much. I'm going for another run.

Even me, I write in a semi-cursive way. I never understood cursive when I first learned it and I always thought it to take way too long to write properly, so I've developed my own style of writing that is fast for me.
but this just looks weird.

-I find the second half of the note extremely hard to read while the first half reads very well

Although I am all for anything that makes Bush look bad, this is a little silly. And I'm sure some liberal bloggers will have their 15 minutes of fun with it. It also does look faked. I wouldn't be so quick to accuse Reuters, though. The rules news organizations have against doing any alterations to a photo are quite strict, and there's plenty of examples of people being fired.
On a more serious note, doesn't it bother anyone that the President writes a note to the Sec. of State during a sensitive UN meeting, and the contents can be photographed and distributed on the news. Who's to say he couldn't have actually written something sensitive?

It's possibly a note from *someone else* needing a bathroom break and Bush is answering. Why else block letters above and handwriting below? He usually writes in cursive, I think.
And it's probably not *from* Rice either, at least if her note to Bush about Iraqi sovereignty (the "Let Freedom Reign" note) is typical.

Would they have run the story if it had been a state secret they were communicating? Or would they have just informed the subject of the note? If the note had said, "He's lying, and we'll prove it when we get our man out of the country with the blueprints of the nuke they've built"? That's the method the two would be using to communicate state secrets, if it is a real picture something is really lacking in security.

As to whether or not the image was tampered with, the close-crop picture definately was enhance so that the words can be read more easily. This is seen in the difference in the color of W's jacket: it goes from light greyish-blue to black between the shots. This also explains the extremenly dark writing from a pencil that was noted before. Someone at Reuters wanted to make sure that we see that Bush asked for a potty break.

I think the point is that Reuters actually did pay attention to the photo they ran. This was no mistake. If this had been the only picture the Reuters photog had been allowed to take during the entire conference, well then, I suppose I could excuse using it as a matter of necessity. But do you really think that's the only photo taken session which Bush attended? Do you really think they didn't enlarge, crop and enhance the original in order to focus on the writing and the potentially (in their minds) embarrassing message? Do you really think that this was all mere happenstance? It wasn't, and Reuters rightly should be called out for their selective and biased imaging and reporting.
Crying foul when a foul has been committed doesn't define conspiracy, it defines accountability.

I just posted this to Reuters' feedback site. It pretty much sums up my thoughts on this.
Don't your photographers have anything better to do at the UN than to spy on the President of the United States? Taking pictures of his notes is one thing, but then having the pettiness to PUBLISH a picture of a note indicating that he, or someone in his delegation (the context of the note is unclear) has to use the restroom? COME ON! Could you possibly have any less tact? I would expect such garbage from the National Enquirer, but from a NEWS service?
I can't imagine why newspaper circulation is in the toilet. Maybe your readers just needed a bathroom break you.

Ok, excuse me, its a meeting taking place at the summit but not technically part of the summit, maybe. Point is, it's still a public meeting. Press and the public are allowed. If Bush were writing notes on national security in plain view at a public meeting, it would be his own damn fault if they were seen or photographed.
And as far as "why is this news?" goes, it's not a news story, it's one of 160+ photos from the summit. Now if you'll excuse me, I need to take a bathroom break.

Looking at it carefully I think I've figured out a couple of the words...
Looks like Os, but cursive I is a loopy thing, so the first word is probably "Is"
The second word I am unable to make out. though it looks like a T an I and an S, It's possible that the second word is "this"
The third word is probably "possible"
The next word appears to start with "Wh" then scribble. Entirely possible it's Why, What, or When.
So, after careful deliberation, I've come to the conclusion that the cursive writing is:
Is this possible(the rest unknown because the hand is blocking the view)

Further thought: Now that Reuters has admitted that they intentionally used a manipulated image, I wonder if they'll release the original? Seems like the reasonable thing to do if they have nothing to hide, since only the "white parts of the picture were overexposed, so a Reuters processor used Photoshop to burn down the note."
Taken at face value, those assurances would lead one to believe that anyone with reasonable Photoshop user skills could produce the same results.
What do you say, Reuters? Care to give the blogoshpere a go at it?
