Well, Big Mo' did marry a six year old girl (although he did wait until she was nine before consummating the marriage), so I guess a lot of Muslim men might find a five year old's bare shoulders provocative.

I need to get my passport renewed. This makes me want to wear a sleeveless shirt when I go to get my picture made. I am not planning on visiting any Muslim countries so I am not concerned in the least about offending anyone. They sure don't worry about offending Christians, do they? Come to think of it, does anyone worry about offending Christians?

Any family that wants press pictures of their loved one's flag drapped coffin can make that happen.
Cindy Sheehan has made a globe spanning career of it.
This, of course, has nothing to do with the possibility of being offended by a child's shoulders.

I'm not sure about passport photos. However, there was a case a few years back of a Muslim woman in Florida that wanted to have her driver's license photo taken with her face concealed claiming that it contrary to her religion to have her face shown. IIRC, the court ruled against her.
