The UN is a corrupt institution filled by the most part, with representatives of corrupt, dictatorships.
The bureaucracy is unaccountable for its corruption, and it spends billions of dollars that cannot be traced back. The UN wants a major overhall of its facilities which even Donald Trump calls way overpriced.
The UN has done its part to keep conflicts going and to do nothing to stop them, other than strongly worded letters (if they even do that). Bosnia, Rwanda and Darfur are three of the most recent failures, which cost far more lives than the tsumami, and it was done in a thoroughly brutal manner. They failured to stop N Korea and Iran from getting nuke, but collected a Nobel for their non-work.

Seeing that the Democrats voted against cloture on May 26, 2005 (56-42) and again on June 20, 2005 (54-38), the gang of 14 have nothing to do with Bolton not getting confirmed. It is the Democrats who refused to let him come to the floor for an up or down vote.

engineeer, the Pubs could use the nuclear option to force a vote, but the 7 Pubs from the gang of 14 would vote against it, so again it is the Pubs that are blocking the nomination.
And yes I know that the gang of 14 agreement was/is for only judicial appointments, but I believe that you could call the "Byrd" law in this case as well.

Since Lincoln Chafee (R-RI) refuses to vote for Bolton his nomination can't be moved out of committee. You can't be sent to the floor for a nomination with a tie vote from a committee.
So, in fact, it's a Republican that is blocking Bolton right now.
If he did get to the floor the Dems would likely filibuster and I doubt there will be votes to invoke cloture.
But Bush knows all this so the question is what is he really trying to accomplish? I think he's just throwing a bone to all of you neocons who are embittered by the disaster of Iraq and suicidal because of last Tuesday's landslide elections.
