For the second year in a row, city officials are being asked how police officers responding to celebratory New Year's Eve gunfire ended up shooting innocent bystanders.
That's par for the course in Philadelphia.
Speaking of Philly, and on a related topic, here's an important (rhetorical) question which for obvious reasons doesn't get asked by the liberal Democrat media:
Why is it that people spend so much time and effort murdering each other with guns in big liberal cities, often possessed of strict "gun control" laws, and controlled for decades by liberal Democrats?
Once you've mastered that query the proximate causes of leftism as policy will become as plain as day. Unless, of course, you're a liberal-bot, in which case blissful ignorance is your raison d'etre.

Um, just one problem...
You can get a pistol permit pretty easily, and legally, in Philly. It's one of the great things about the city.
Philly's problem with violence is a bit more complicated... The police are responding to a warlike situation in North and West Philly. The judges put the crooks back on the street immediately, or give them such lenient sentences that they're back in no time.
Can you imagine the frustration of being a soldier in Iraq who could only shoot rubber bullets? The surge would never have worked, and you couldn't take out the terrorists anyway. Add 30 years of that, and you have a sense of fighting crime in North and West Philly and what Philly cops are up against.

You can get a CC permit in Philly, yes, but not if the city council had any say in it. Harrisburg, the state capital, has overruled the city of Philly's many attempts to impose rules that contradict the rest of PA.

The biggest problem in Philly was that a few years ago, witnesses began to be shot and sometimes killed. The first attack succeeded in getting the person on trial off. The federal attempt to try people for the witness attack after that failed also. Ever since then, being a witness became very unhealthy in Philly. Mayor Street and the Commissioner never did anything about protecting witnesses. They did frequently blame guns (the same guns you can find all over NYC with it's declining rates). The citizens of Philly aren't dumb. They've mostly kept their mouths shut since. No talking not only means nobody on the stand pointing out attackers, it also means nobody helping detectives with the usual little information needed to find the attackers.
Concurrently, it hasn't helped that Mayor Street was never willing to go to bat for the police in any controversial situation. The Street clan, like the Pakistani Bhuttos, are only interested in how much wealth they can steal. Plus, the new cameras on news helicopters that could pick up action on the streets below made cops very reluctant to engage in physical confrontations. Face it, many physical arrests with a resisting criminal look bad when seen from a camera above. There's always going to be an extra punch or kick or two at the end that can be nitpicked over.
