Obama Signs Executive Order Presidential Determination Allowing Palestinians Loyal to Hamas to Resettle In US

President Barack Obama has signed an executive order presidential determination allowing hundreds of thousands of Palestinians to resettle in the United States. Sure, what can go wrong when we allow hundreds of thousands of people who have been, as Mark Steyn memorably described, "marinated" in a "sick death cult," who voted for Hamas, and 55% of whom support suicide bombings live here and at the American taxpayers' expense:

By executive order, President Barack Obama has ordered the expenditure of $20.3 million in migration assistance to the Palestinian refugees and conflict victims in Gaza.

The "presidential determination" which allows hundreds of thousands of Palestinians with ties to Hamas to resettle in the United States was signed on January 27 and appeared in the Federal Register on February 4.

President Obama's decision, according to the Register, was necessitated by "the urgent refugee and migration needs" of the "victims."

Few on Capitol Hill took note that the order provides a free ticket replete with housing and food allowances to individuals who have displayed their overwhelming support of the Islamic Resistance Movement (Hamas) in the parliamentary election of January 2006.

Let's review some of Barack Obama's most recent actions since he was inaugurated a little more than two weeks ago:

  • His first call to any head of state as president was to Mahmoud Abbas, leader of Fatah party in the Palestinian territory.
  • His first one on one interview with any news organization was with Al Arabia television.
  • He ordered Guantanamo Bay closed and all military trials of detainees halted.
  • He ordered all overseas CIA interrogation centers closed.
  • He withdrew all charges against the masterminds behind the USS Cole and 9/11.
  • Today we learn that he is allowing hundreds of thousands of Palestinian refuges to move to and live in the US at American taxpayer expense.

Anyone else seeing a pattern here?

Update II: Anchoress emailed to say that President Bush signed a similar determination in 2007, which, as Bookworm notes, is a bad idea when any president invites Palestinians to the US. Obama's determination, to me, is unnerving now that Obama is turning back the war on terror, closing CIA interrogation centers, closing Gitmo, and withdrawing charges against Cole and 9/11 masterminds, sending the message that he is lowering his guard regarding terrorism. Let's hope those who are sympathetic to Hamas don't take him up on his offer.

Any Palestinian that wished to resettle in the United States have exactly the same legal standing and capabilities as they did before this was issued. Reading the document, it doesn't say anything about Hamas. It says that it's about the "Palestinian refugees and conflict victims". It's not fair to brand every Palestinian as a supporter of Hamas. Conditions due to the conflicts have deteriorated to the point that it's inhumane to just ignore the situation. Over a million people live in Gaza and almost all of them have UN refugee status.

How is Obama's executive order any different from Bush's?

The Arab press, on the day of Hamas victory in Jan 2006, did not credit Hamas for their victory as much as noted their victory was the result of the people being fed up with and wanting to throw out their current, very corrupt Fatah government (which is pretty much Arafat's old Mob, and I mean Mob in every sense of the word). Even George Bush knew not everyone in Gaza is a 'Hamas loyalist', just because they threw out the Fatah.

And they will be screened by Israel - they all have to be processed thru Israel before they can come here. I suspect they have a pretty good handle on who is and who is not a threat to us. I dont recall hearing of any Hamas attacks here in the US as a result of Bush's even bigger migration of all those people who were also "marinated" in a "sick death cult".

Most of the people of Gaza are victims of the actions of a relative few hateful extremists. Most want to be left alone and live in peace, just like us.

I know a little bit about this, because I've dealt with the refugee office at State referenced by this Order, and with its counterpart at the UN, the UNHCR:

The Palestinians are not leaving. They don't have passports and Israel won't let them out, neither will Egypt. They're not coming to America.

By the way, this action is completely consistent with US policy; we help refugees all over the world. Bush did it; he already sent some bigtime aid to the Palestinians before Christmas. After the Lebanon action, US money poured into southern Lebanon to help refugees. Was this judged to be aid to Hezbollah, Syria and Iran?

Giving aid to the Palestinians, and or harboring them in our country, is tantamount to perpetuating murderous Hamas and the terrorism against Israel and America. "U.S. to Pump $900 Million into PA"

United States Secretary of State Hillary Clinton on Monday pledged $900 million in aid to the Fatah-led Palestinian Authority, including $300 million for rebuilding Hamas-controlled Gaza.

Prime Minister-designate Binyamin Netanyahu has warned foreign leaders not to invest in Gaza while Hamas still attacks Israel with rockets and bombs at the separation barrier, however. Secretary Clinton maintained that the aid will flow on the condition the condition that none of it would reach Hamas despite a long history of Hamas putting its hands on foreign money, weapons and United Nations humanitarian aid.

"We have worked with the Palestinian Authority to install safeguards that will ensure our funding is only used where and for whom it is intended and does not end up in the wrong hands," Clinton said at the international donors' conference in Sharm el-Sheikh.

However, facts in the field indicate that it is virtually impossible to separate aid in Gaza from Hamas, which wrested control of the region from the Fatah-led Palestinian Authority nearly two years ago.

An Israeli newspaper reported Monday that it obtained a Palestinian document proving that PA Prime Minister Salam Fayyad spent 90 million shekels ($21.5 million) for rebuilding Gaza with tax revenues that Israel had transferred with the understanding they would be earmarked for salaries of PA employees.

Hamas directly received the funds, none of which were deposited in workers' accounts in Gaza banks, according to the Hebrew-language newspaper Yediot Acharonot. Fayyad had claimed that he needed the funds urgently to cover salaries, but a large portion of the money was used instead to rebuild Gaza homes and mosques, some of which have been used by Hamas as weapons storage depots.

Earlier this year, the United Nations Relief and Works Agency (UNRWA) admitted that Hamas had commandeered convoys of aid destined for its warehouses. Weapons that the United States and other countries have supplied the past several years to Fatah leader and PA Chairman Mahmoud Abbas also have found their way into Hamas hands and have been used in terrorist attacks against Israelis.

Channel One TV News journalist Ayala Hasson told viewers on the Mabat news program last week, "If that funding does not wind up in Hamas terror coffers, then I am a circus ballerina."

In addition, journalist David Bedein noted that according to study conducted by the Jerusalem Center for Public Affairs (JCPA), the PA is bound by the "Mecca Agreement" of 2007 to fund the Hamas regime, including the growing army of the terrorist group, which is outlawed by the United States.

He suggested that the Obama administration could be accused of having violated American law if any of the aid winds up in Hamas's hands. Last year, an American citizen was sentenced to prison for providing $20,000 for humanitarian aid to Hamas.

PA: A Welfare State

Secretary Clinton's aid package follows billions of dollars donated in the past by the U.S. and European Union (EU) countries to the extend that the World Bank has warned that the PA is becoming a welfare state.

In a report filed last summer, The World Bank concluded that billions of dollars in foreign aid has enabled the PA to inflate its public payroll while its education system continues to incite violence against Israel.

Approximately 160,000 public servants are on the PA payroll, requiring almost $2 billion a year to cover salaries, and part of Secretary Clinton's pledge of assistance is earmarked for them.

The domestic output of the PA economy has actually dropped by 30 percent on a per capita basis since 1999, one year before the Oslo War, also known as the Second Intifada, broke out.

A Middle East Quarterly essay written by Steven Stotsky, a senior research analyst for the Committee for Accuracy in Middle East Reporting in America (CAMERA), stated that donor conferences for increased aid to the PA ignore the issue of terror. "Perhaps aid itself does not cause violence, but there is strong evidence that it contributes to a culture of corruption, government malfeasance, and terrorism that has had lethal consequences for both Israelis and Palestinians over the past decade," he wrote.

He noted that almost all of the foreign aid before the Oslo War was directed to economic and infrastructure development programs. The escalated terror campaign since 2000 cut employees' wages and PA tax revenues, leaving the PA more and more dependent on foreign aid.

"In a classic example of the creation of perverse incentives, the decision to fund the government budget made the Palestinian Authority less dependent on revenue derived from commerce, detaching the PA's solvency from the health of the economy," wrote Stotsky. "Thus, while the intifada sent the Palestinian economy into free fall, the PA's coffers swelled. The conditions were thus established that ensured the separation of Palestinian governance from responsibility for the economic health of the Palestinian people.

"Not only did the security forces fail to prevent terrorist attacks, in many cases they colluded with terrorist groups and sometimes perpetrated attacks themselves."

The economy in the region was growing until 2000 when lethal suicide bombings and rocket and mortar attacks on Jewish communities in the Gaza region forced Jewish farmers to stop the employment of Arab workers.


To be blunt, after sixty years of being indoctrinated in their culture of death and hatred - where young children in Palestinian schools are every day taught to hate Israel, America, and the Jews, and encouraged to become "martyrs" - like a dog with rabies, the only realistic solution is to put them down, and exterminate them all off the face of the earth, no matter how horrific this may sound to all of you deluded "rabid dog advocates"!
