"You have a marvelous virgin!"

It seems that Hillary Clinton's infamous "overcharge" blunder with Russian Foreign Minister Sergei Lavrov was just the beginning of what looks to be a continuous string of gaffes:

Here's how Catholic News Agency reported the most recent diplomatic gaffe:
During her recent visit to Mexico, U.S. Secretary of State Hillary Clinton made an unexpected stop at the Basilica of Our Lady of Guadalupe and left a bouquet of white flowers "on behalf of the American people," after asking who painted the famous image.

You can read more about Guadalupe here, but Roman Catholics believe that the beautiful image was miraculously imprinted on the cloak of a 16th-century peasant. It is Mexico's most popular and important religious image and the basilica that houses it is the second-most popular Catholic shrine in the world.

Here are the details of the exchange:

Msgr. Monroy took Mrs. Clinton to the famous image of Our Lady of Guadalupe, which had been previously lowered from its usual altar for the occasion.

After observing it for a while, Mrs. Clinton asked "who painted it?" to which Msgr. Monroy responded "God!"

Now, it's one thing to not know what the Catholic Church teaches about Guadalupe. But it's another for the State Department not to have briefed Clinton prior to her visit. Of course, those are political considerations. (emphasis added)

I agree that every little mis-step made by a politician shouldn't be headline news. If that were the case these days, evening newscasts would be nothing but blooper reels. But I have to wonder, what if Condoleezza Rice, or Dan Quayle or Sarah Palin had made that comment ...

The Catholic News Agency also notes:

Leaving the basilica half an hour later, Mrs. Clinton told some of the Mexicans gathered outside to greet her, 'you have a marvelous virgin!'

With the Smartest Woman In The World in charge of the most protocol-obsessed department of the United States government, these things should not be happening, should they?

Hillary has traveled over 60,000 miles in a very short time, and has been praised from all corners of the globe. This is more than can be said of any other SOS in my lifetime. Sooooo, she's made a few gaffes...OH MY!!!! Is this really all the critics have?!?!?! Bush couldn't pronounce the word "nuclear", and the critics are chasing Hillary around "trying" to find gaffes, as she tries to repair the US's image. The amount of information Hillary has undoubtedly absorbed in a brief time would be overwhelming for almost anyone else. There is a reason why both Dems and Reps wanted her as SOS...they knew she'd work her heart out, and she hasn't disappointed.

As a retired member of the Foreign Service, let me attempt here to spread the blame for this fiasco. First, the in-country travel logistics would have certainly been planned and executed by the U.S. Embassy staff in Mexico. Second, it is unlikely that they would have either the time or the inclination to provide comprehensive historical or cultural backgrounders to the SecState or her staff. This "diplomatic incident" was probably caused by Hill forgetting that she is THE SecState and thus the chief U.S. diplomat. Instead, her brain took her to default mode, i.e. polite and proudly ignorant tourist asking a "question" of the tour guide.

The other WH and State foreign policy gaffes are less easily explained away - "reset" button, ill-prepared receptions for visits by heads of state, multi-party democracy "mystery," blase NK missile launch reaction, etc. Perhaps it's a combination of over-reliance on her own new staff rather than the careerists at State, a steady erosion of the broad classical liberal arts education of entering Foreign Service Officers, and a guiding foreign policy strategy no more well thought out than "I'm not GWB or any of his minions so what a wonderful world we now live in." It presages a long and unproductive 4 years of foreign policy misadventures.

Although I am far from being a supporter of HRC, I would give her a pass in this particular case because Mexicans (in general) don't know the correct answer to HRC's question, either.

Still, I wonder why HRC didn't brief herself on something of such great importance to the Mexican culture as the Virgin of Guadalupe.

[Historical Note: Way back in the year 1556, a Franciscan cleric named Francisco de Bustamante (leader of the Franciscans in Mexico) preached a sermon in which the cleric said that the famed "Virgin of Guadalupe" painting was the work of an American Indian artist.]

I never understood why anybody thought Hillary had the background or experience to be SoS. This post has mostly been populated by very experienced people, who've spent many years dealing with foreign governments.

Sidekick Hillary had never done that; she'd been a figurehead - the First Lady - not a diplomat, not an ambassador, not an envoy, not a Dept of State official, not a foreign policy expert, nothing.

She didn't have the background, nor has she been known to surround herself with superbly competent people.

The American people deserve better officials than Hillary.
