Jeez. Her comment about secession was obviously hyperbole. It's a common speechmaking technique taught to, and easily recognized by, high school juniors.
A little later in her speech she advocates replacing the members of the Congress. Kind of hard to do after secession. Why don't you look up hyperbole and advocate in the dictionary.

"If I had my choice, Texas would close its borders and secede from the Union."
Pretty clearly to me.
But, I think it's hilarious that on the day we're talking about the foreign policy implications of a handshake, reacting as negatively as possible. Yet we're also supposed to suspend her own words in the best possible interpretation.

I do have a problem with that, but I would understand why they would want to stop states from seceding. If Texas wants to secede, then I would support Texas. The same goes for any other state, regardless of which political party is in power. I guess that makes me an enemy of the state, but I do not consider myself an enemy of the USA, nor anti-American.
Supposedly Texas has a special right to secession that other states do not have. To me this is nonsense; if one state has that right then all do. I actually do not care whether states have a "right" to secede or not, I believe they should be able to secede. It is a self-evident right which is discussed in the Declaration of Independence. Obviously there will be people who disagree, even forcefully.
