I don't believe that this was a photo op. Today, when it is so easy to use Adobe Photoshop or some other photo editing software, there was no need to fly the plane in New York to get the photos. They could have taken pictures of the plane anywhere in the sky. Then, they could have taken pictures of the Statue of Liberty on its own. With photo editing software, you can superimpose these photos as if the plane was right there.
So, this begs the question, why was this done?
1. Was it a secret military mission of some sort? The Presidential plane does have a lot of military capabilities and it would not be as obvious to use this jet instead of a real military craft to do something covert.
2. Was it signaling? In other words, was this whole thing done in order to send a message to someone (or some other country) for some reason? If so, who and why?
I'm not buying the photo op story.
