I'm just asking:
The National Institute of Mental Health (NIMH), a division of the National Institutes of Health (NIH), spent $823,200 of economic stimulus funds in 2009 on a study by a UCLA research team to teach uncircumcised African men how to wash their genitals after having sex.
The genitalia-washing program is part of a larger $12-million UCLA study examining how to better encourage Africans to undergo voluntary HIV testing and counseling - however, only the penis-washing study received money from the 2009 economic stimulus law. The washing portion of the study is set to end in 2011.
"NIH Announces the Availability of Recovery Act Funds for Competitive Revision Applications," the grant abstract states. "We propose to evaluate the feasibility of a post-coital genital hygiene study among men unwilling to be circumcised in Orange Farm, South Africa."
Stimulus funds used to teach South Africans how to wash up after doing the nasty seems to be good use of our tax paying dollars don'tcha think?

I can google the likely results in thirty seconds, and save the taxpayers $800,000. Post-coital washing in all probability won't do any good, might even make the situation worse.
HIV apparently needs to be in a fluid to cross the mucosa to infect cells, Gray said. If the HIV-contaminated fluid dries, its infectivity may decrease. Adding water could resuspend HIV to make it more infectious.

This is just a small drop in the large bucket of scum that is government spending - both stimulus and non-stimulus. If you want an eye-opening education on how your tax payer money is being spent, I suggest you access grants.gov which is a centralized system where notices of funding availability are posted for many federal agencies. You can subscribe and get an email every day that lists new competitive funding announcements. In fact, some new Obama care opportunities have already been published. Just take your blood pressure meds (if you can still afford them). There are even "competitive" funding opportunities announced that are limited in who can apply for them ('the entity named in such and such a law passed by Congress'). Go read them. Then also go to the federal agency's sites and look at who has been funded previously and for what activity. Fun stuff.

Its interesting that Coates doesn't seem to reference the 2007 study found that waiting 10 minutes before washing was better than washing right away (which greatly increased the risk of HIV transmission). While the postulate at the time was that leaving the penis wet longer caused increased transmission, I would bet that further manipulation and scrubbing might be the culprit. But who knows. Doesn't appear that Dr. Coates is paying attention to that issue, for some reason.
It looks like he's been getting Millions of Dollars a year in NIH grants for this for many years.

Apparently there were only 250 actual African males in the study. They spent more than $3,000 per ... uh, unit just to see whether those guys could be persuaded to wash and not pass on a fatal disease to their partners.
Frankly, I'm not feeling all that charitable toward Africa any more.
